One of Scotland Yard's most senior minority officers has accepted a substantial payout and an apology from the News of the World for false allegations arising from an investigation by the “fake sheikh” Mazher Mahmood.

The paper has backed down in the face of legal action from Commander Ali Dizaei after Mahmood, its star investigative reporter, claimed the officer “employed an illegal immigrant as his right-hand man and took him to the heart of the British establishment”.

The subject of the story, Ace Bakhtyari, of Iran, was subsequently jailed for having a fake passport and deported. Dizaei, one of the Met's most high-profile officers, complained that the story implied he knew that Bakhtyari was an illegal immigrant but nevertheless employed him.

Describing what it alleged was an “incredible security breach”, the paper detailed how Bakhtyari was taken to parliament where he met senior Labour figures such as the home affairs select committee chairman, Keith Vaz, and former home secretary John Reid. The report said Bakhtyari was able to bypass security because he was with Dizaei. It was also said that he had accompanied him to Scotland Yard.

But the officer maintained that the allegations were false and that he never knowingly hired an illegal immigrant to do any work for him. He said Bakhtyari was subject to the normal security procedures at the Commons and never visited Scotland Yard.

Dizaei's lawyers reached a settlement with News International, which printed an apology at the weekend. It said: “On 15 March 2009 we reported that Commander Ali Dizaei of the Metropolitan police was responsible for serious security breaches at the House of Commons and Scotland Yard. We now accept that this was not the case and that there were no security breaches nor did he (or his wife) knowingly employ an illegal immigrant. We apologise to Commander Dizaei for the distress and embarrassment caused by our report.”

A statement formalising the deal and withdrawing the allegations will be read to the high court in the next few weeks.

Eddie Parladorio, Dizaei's solicitor said: “I think it is very regrettable that Commander Dizaei has been forced to take legal action. These were very serious allegations against a senior officer regarding his professionalism.”

The payout comes at the end of an eventful year for Dizaei. He currently faces charges – which he denies – of misconduct in a public office and perverting the course of justice arising from the arrest of a man after a disturbance in a restaurant last July.

His profile has also led to other confrontations with newspapers. In September he received substantial damages and costs from the Daily Mail and the London Evening Standard after both papers falsely accused him of being a bigamist.

The latest settlement also bookmarks a difficult year for the News of the World following the Guardian's revelations that News International had reached out-of-court settlements with three people whose mobile phones had been hacked into.

One of them, Gordon Taylor, the chief executive of the Professional Footballers' Association, received £700,000. A parliamentary report into the affair has been delayed until next year so that MPs can hear from Rebekah Brooks, the chief executive of News International.

Last month the paper faced further criticism when it was forced to pay £800.000 to Matt Driscoll, a former sports reporter who told an employment tribunal he suffered from a culture of bullying led by former editor Andy Coulson, now David Cameron's head of communications. Driscoll was found to have suffered unfair dismissal and disability discrimination.

According to a story on CNN, Spanish police on the island of Majorca have said a post-mortem to ascertain the cause of death of Boyzone member, Stephen Gately, will be done on Tuesday, October 13th, 2009. Gately, age 33, died in his sleep over the weekend. Normally, Gately's post-mortem would have been done today but as Monday is Dia de la Hispanidad (Columbus Day), it's a national holiday for Spain. Meanwhile, the other members of Boyzone, Ronan, Keith, Mikey & Shane, have flown to Majorca to be with Stephen Gately's long-time partner, Andy Cowles.

As Stephen Gately was so young, only 33, when he died, attention has already been focusing on any possible pre-existing conditions, health-related problems, or even foul play. But, Spanish police have already said there were “no signs of suspicious circumstances”. It's reported that Andy Cowles has also said Gately just simply went to bed, fell asleep and never woke up. If this is, in fact, exactly what happened, what are some of the possible causes of dying in your sleep and is it possible Gately suffered from one of them?

The British newspaper, The Times, in a story published in 2005, came to the conclusion that some groups of people are more likely to die in their sleep than while being awake. The elderly, for instance, often die in their sleep simply because their brain forgets to tell them to breath. Sufferers of sleep apnea (known as sleep apnoea in the UK), which is a disorder where the brain switches off and doesn't remind the body to breath, can also die in their sleep - again, from not breathing. It's not known at this time if sleep apnea could be the cause of death for Stephen Gately or if he had ever suffered from it.

Another known recorded cause of death while sleeping is when the deceased goes to sleep while drunk, vomits in his or her sleep and then suffocates on their own vomit. Heart attacks while sleeping have also been a recorded cause of death. Again, though, so far there's no mention of either of these being a factor in the death of Stephen Gately.

According to The Times article, there are no reliable statistics for how many people actually do die in their sleep because post-mortems and death certificates record actually causes eg: sleep apnea, and not just “died in sleep”. Which also means dying in your sleep could be even more common than many of us are aware of.

Meanwhile, on the official Boyzone website, the message simply says, “We are truly sorry to confirm that Stephen tragically died on Saturday whilst on holiday, with his partner Andrew, in Mallorca. We are unable to give any other details at this time.”

More information will be forthcoming, no doubt, after the post-mortem on Stephen Gately on Tuesday.

Dundee United have confirmed that, subject to confirmation of compensation from the Scottish Football Association, Craig Levein has left his post as manager, paving the way for him to take the Scotland job.

“It is with great regret and disappointment that I confirm Craig Levein is leaving Dundee United,” said the United chairman Stephen Thompson. “He has done a great job for us and leaves the team – and the Club as a whole – in a much better position than it was when he arrived here.

“While we always knew he would move on to a bigger job and are flattered that the job he has done here has brought him to the attention of the national team, we're nevertheless very disappointed Craig is leaving us at this time. However, he leaves with our gratitude and best wishes for the future.

Let me start by confessing that I am a Red Bull consumer. I have to admit, I probably don't drink it as often or frequently as the next guy — but I have been know to gulp down a can before a test to make sure I am alert and able to focus better. With that said, when I started hearing different accounts of people dying because they drank too much Red Bull, it made me wonder if Red Bull really was to blame.

It has been said that Red Bull contains a lot of caffeine — about a coffee's cup worth. I thought that was strange thing to observe since Starbucks is selling its caffeinated coffee in larger sizes than the Red Bull can (a little over 8 ounces). Red Bull contains 80 mg of caffeine which is almost twice as high as a can of pepsi (44 mg). In any case, the caffeine has been declared unhealthy for pregnant women because it can induce a miscarriage. This makes sense as most caffeinated products are told to be left out of a pregnant woman's body.

I am sure, just as many of you reading this, have heard of Taurine. What is it exactly? Well, different sources call it different things. Many researchers refer to it as an amino acid while others say it is missing an important component for it to be considered an amino acid. Our body does produce Taurine moreso when our mind is developing initially. Once the development stage is almost completes or levels off, the Taurine production drops dramatically. I am not a scientist or a medical research by any means. I am reiterating statements and explanations from other sources indicating what exactly Taurine is. It seems that in high concentrated doses, Taurine can be harmful to your body. I have found many contradictory explanations for what Taurine actually does to your body in high doses.

When it comes to stories of people dying because of drinking Red Bull, one has to take the story in context. Many of the stories of Red Bull related deaths have also been because exercising was part of the equation. Energy and sport drinks such as gatorade or vitamin water replenish minerals and lost electrolytes. Coffee or soda are not the drink of choice when exercising because of its use of caffeine. The same should be said about Red Bull. I am not sure why people would drink Red Bull as a drink during their exercise routine — especially if it is strenuous. Red Bull dehydrates your body without any exercising because it contains caffeine and when it is drank in excessive amounts, of course it's going to cause dehyrdation!

Many of the deaths related to Red Bull have been said to be Sudden Adult Death Syndrome. Although a correlation between Red Bull consumption and these S.A.D.S. deaths have not been found, I am sure there is some sort of relationship between the two.

Recently, it has become increasingly popular to drink vodka and Red Bull or any other alcohol mixed with Red Bull. Somehow, this does not make sense to me because one product is making your heart race and making you more alert while the other is slowing you down and causing you to lose focus. Many of these people have been interviewed and asked why they these two liquids are mixed together. Many people have said because it helps them not get so drunk. That seems like an oxymoron to me because why not just drink less if you're aiming for that outcome anyway? Some claim it alleviates any type of hangover the next day.

My personal feeling on the topic is that if you must have some sort of caffeinated beverage, drink it in moderation. Especially when exercise is involved, think smart! Drink something you know will be beneficial to your body. Even water in moderation is good. Although it's been told that people who exercise especially need to drink more water — do your research first! The rules, specifically for marathon runners, have been changed. Dehydration is always a concern but drinking way too much water can also dangerously lower your body's sodium level. Too much water, especially during exercise, can prohibit how your body excretes it.

So far, Red Bull has been labeled as safe for the United States and a number of other countries. It has been banned in France because they feel it is too risky for consumers. It is up to you, as an individual, to determine whether this drink is safe to put into your body because as of right now, the research of the health risks of this product are still to be determined.

STERLING, Ill. • Federal and state authorities faced harsh questioning from Republican lawmakers and a chilly reception from an audience in Sterling Tuesday afternoon over a plan to bring terrorism suspects to western Illinois.
State lawmakers organized a public hearing here over a plan to sell the state prison in Thomson to the federal government.
Alan Liotta, principal director for detainee policy at the Defense Department, said the goal is to remove Guantanamo as a recruiting tool for terrorists.
“I appreciate your optimism. I can’t say that I share it,” said state Sen. Matt Murphy, a Republican.
Jack Lavin, a top aide to Gov. Pat Quinn, invoked a sequence of leading Republicans such as John McCain who also support closing the facility at Guantanamo.
Lavin noted that about 200 Illinois citizens have died in combat since the 2001 terrorist attacks. Utilizing Thomson would be another way Illinois can help keep the U.S. safe.
“We all have the duty to sacrifice for each other,” he said.
State officials were frequently interrupted by boos and jeers, causing panel co-chair Jeffrey Schoenberg to call for “decorum” and even threaten to remove audience members.
Murphy, who is also running for lieutenant governor, pressed state officials on whether they think the risk for the state will increase by moving a symbol of the U.S. war on terror to Illinois.
Jonathon Monken, director of the Illinois State Police, said the only way state authorities can mitigate the risk is if federal authorities enter into a long-term financial arrangement.
Monken estimated that the state police will need at least $1 million up front to manage the risk.
State Sen. Bill Brady, a Republican who is running for governor, expressed skepticism.
“We are in a time of war. Our enemy is the terrorists. We are detaining their troops,” he said.
Hundreds attended the public hearing at Sterling High School, east of Thomson.
The panel, the state Commission on Government Forecasting and Accountability, can merely offer an advisory opinion.
Before the hearing opened, several dozen opponents were holding signs and ringing “liberty bells.” One opponent held a sign criticizing the governor: “Quinn to Jihad: Come on inn!”
“If there is any way to change it — that would be awesome. But I think they’ve made up their minds,” said Jill Weber, 48, of Sterling.
Sheryl Noble, 60, of Rock Falls, Ill., said the plan’s economic benefits are overstated, compared with the risks. “I think it’s wrong to bring terrorists here, especially when we don’t know if their ’little friends’ will be coming, too,” she said.

Earlier Tuesday, some state lawmakers took a tour of the prison.
State Rep. Dan Brady, a Republican from Bloomington, said he supports the sale. “We have the potential to have some gain out of it, put people to work, help the community out and to have the benefit to use a facility that’s been built, that’s been a drain on our finances of the state of Illinois and I think it can be done in a very safe way,” Brady said.
Before the hearing, Murphy said he is confident the prison could prevent escapes. “That isn’t so much my issue,” he said. “I don’t see the advantage to the United States to have (detainees) leave Guantanamo Bay. More locally, we actually need this prison. My concern is that we’re going to sell it and not have enough money to replace it. And I’d rather lease it.”
Tuesday morning, about two dozen reporters and photographers walked through several wings of the prison.
It’s not clear which part of Thomson would house detainees, said Shelith Hansbro, chief of constituent services for the state Department of Corrections. The prison now has about 200 minimum security prisoners who are part of a work camp, according to information released at the hearing.
Six towers and two layers of 12-feet-high perimeter fences — the inner fence is electrified — are topped with coiled barbed wire, said Guy Pierce, warden of the Pontiac state prison who led the media tour.
Inside the programs building is an unused medical unit with a few stretchers. A hallway of classrooms is where inmates can learn how to write resumes and conduct mock interviews. The library has three wooden tables, a few typewriters and shelves stacked with academic and fictional books, including “Our Country!” and “The Fourth Deadly Sin.”
The drafty prison consists of four numbered buildings with four wings each of 7 feet by 15 feet cells. Inside each cell is a poured concrete bed and a cushion, a poured concrete shelf and a stainless steel mirror, toilet and sink. Some cells have one bed; others have bunk beds.
A window in each cell allows inmates to see outside. In one cell, inmates get to look out onto a recreation area with a netless basketball hoop and concrete walls topped with coiled barbed wire. That’s a contrast from the Supermax prison in Florence, Colo., the nation’s highest security prison.
There the most heinous prisoners have a long skinny window about an inch wide that doesn’t even let them see the towering Rocky Mountains that surround the prison, said Florence City Clerk Dori Williams.
Thomson also features large numbers identifying cells and buildings as well as signs above doors that read, “Sit down when shots are fired.”
The Supermax in Florence was designed to keep prisoners from knowing where in the complex they are, according to residents who have toured that prison.

For many English (EFL) teachers that come to Thailand, teaching in Bangkok is the last thing they want to do. With teaching opportunities all over Thailand, where are some of the best cities to teach and what is there to do there?

Chiang Mai - An hour's flight north from Bangkok is Chiang Mai, the second most popular city in Thailand for teachers. Chiang Mai is a beautiful city with less of the traffic and pollution problems of Bangkok, yet still has job opportunities for teachers. The drawback with Chiang Mai is, even though the cost of living is about the same as Bangkok, the teaching jobs pay a lot less. Average salary for a full-time job in Chiang Mai is only 28,000-30,000 baht ($848-$900) a month, with schools and language schools being the main employers as well as opportunities at Chiang Mai University. However, you can pick up a part-time job or several private students and soon make a good teaching salary. The beauty of living and teaching in Chiang Mai though is the more relaxed atmosphere, the lovely town, the excellent restaurants, bars, and markets. And, of course, the friendly local people as well as the large expat population.

Chiang Rai - Another of Thailand's popular cities is Chiang Rai in far north Thailand near the borders of Laos and Myanmar. With less than 65,000 people living in Chiang Rai, however, English teaching opportunities are low and salaries are in the 25,000-28,000 baht range (less than $850 a month). Chiang Rai is much cheaper than Bangkok though, with a one room apartment being as cheap as 2,500 baht a month ($75) so you can live much cheaper here. Main teaching jobs in Chiang Rai are at small government schools or private students, with the possibility of making around 35,000 baht ($1,030) a month if you have a part-time job on top of your full-time job. Chiang Rai isn't for those who need to make money, but it is a lovely city if you want a relaxed lifestyle in a truly beautiful place.

Khon Kaen - Khon Kaen is another popular city for English teachers in Thailand. Located in Isaan, one of the poorest areas of the country, Khon Kaen is actually a regional center for education, so there are a fair few teaching opportunities here. The city has 150,000 inhabitants, beautiful temples, a fun night market, a lovely lake with daytime activities like boating and is the commercial center of Isaan. For teaching opportunities, you'll find several language schools, government and bi-lingual schools and, of course, private students. I know several teachers who live there who have told me they're turning private students away, they have so many interested in learning, which is a definite bonus if you're going to be living on the average 25,000-30,000 baht per month salary.

Ubon Ratchathani - Ubon Ratchathani is another city in the Isaan region of Thailand. With 100,000 people living there, it's a fair sized town with most teaching jobs being at government schools, language schools or at the Ubon Ratchathani University. Average salaries again are in the 28,000 baht range, but Ubon Ratchathani is much cheaper to live in than Bangkok and with a lot less of the distractions that cause people to spend money. Ubon Ratchathani still has wonderful restaurants, bars and cafes, a fun night market, interesting temples and some gorgeous national parks, if you like the outdoor life. A nice apartment starts at about 2,500 baht ($75), so, again, accommodation is cheap, a meal at a street stall is less than $1, and with good public transportation it's cheap to get around too.

Phuket - Of course, many teachers want to live on Phuket, the island just off the coast of Thailand, as it's one of Thailand's most beautiful places. Gorgeous sandy beaches, intense blue ocean, fine restaurants, bars and trendy cafes, bookshops, good shopping, excellent supermarkets etc - something for everyone. The drawback to Phuket, like most places outside Bangkok, is that teaching salaries are low. There are several international schools that pay excellent salaries, but they usually hire teachers from outside Thailand. Teaching jobs otherwise are the usual government and language schools with private classes, and salaries from 25,000-35,000 baht a month. Apartments too are more expensive on Phuket with low-end being at least 5,000 baht a month and usually more than that, so your cost of living will be higher than somewhere like Khon Kaen or Chiang Rai. But, if you want to live in one of the most beautiful places in the world and can live on a lower salary, go for it. It is simply gorgeous.

These are just five of the main cities you can teach English in Thailand outside of Bangkok, and there are many more. If you want a lifestyle away from the pollution, traffic and hectic lifestyle of Bangkok, one of them may be for you.

Tide of competition ebbing in ‘Bay Watch’

Jason Bay’s leverage against the Mets is running out.

The number of teams believed to be interested in the free-agent left fielder — and willing to trump the Mets’ four-year, roughly $65 million offer — dwindled further yesterday when the Mariners took volatile Milton Bradley off the Cubs’ hands.

That could play right into the Mets’ favor and prompt a resolution to “Bay Watch” in the next two or three days, according to one major league executive.

The Mariners had been pegged by many observers as the “mystery team” that Bay’s agent, Joe Urbon, claimed had trumped the Mets’ offer with a five-year proposal, but Seattle’s addition of Bradley to its outfield seems to dash that.

Mets officials say they now wonder if there is a mystery team at all, prompting general manager Omar Minaya to decline — at least so far — to add the fifth year the 31-year-old Bay is seeking.

The Mets aren’t ruling out giving Bay a fifth year, but they still want to be sure that they aren’t bidding against themselves before doing so, a team source said.

It does appear that the Mets have little company in their pursuit of Bay, an All-Star and former NL Rookie of the Year who hit a career-high 36 homers for Boston last season, but also struck out a career-most 162 times.

The Red Sox already have made it clear they won’t re-sign Bay after acquiring Mike Cameron this week. The Angels and Giants reportedly have shown mild interest, although Bay is thought to be opposed to playing in San Francisco for unspecified reasons.

The Mets, however, don’t have the upper hand entirely in their ongoing negotiations. The Mets are under pressure to make a splashy acquisition, desperately need power and have a big hole in left field that they appear determined to fill with a prominent free agent.

The problem, though, is that Matt Holliday is the only other player who fits that billing this winter, and Holliday is seeking a long-term deal around $100 million — a figure considered far too rich for the Mets’ liking.

By comparison, the Mets appear willing to go no higher than $75 million in total dollars to Bay.

On the other hand, the Mets’ other current free-agent target — 35-year-old catcher Bengie Molina — appears to have no leverage at all in his stalled talks with Minaya. No other clubs have shown major interest in Molina, much less offered him roughly $10 million over two years as the Mets have, yet he continues to balk unless Minaya guarantees a third year.

According to a league source, the Mets might move on to Rod Barajas or another available veteran if the Molina talks don’t resolve soon.

* The Mets officially announced the signings of right-hander Clint Everts to a major league deal and fellow righty Elmer Dessens to a minor league contract.

Everts is a former first-round pick of the Expos and reliever who comes to the Mets from the Nationals’ system.

10 Things to Do While Waiting in a Doctor's Office

Katine residents with HIV/Aids who were forced to stop taking their medication because of severe food shortages in the region are now receiving food rations.

Domitila Apecho, 50, who is HIV-positive, is one of many in the sub-county in north-east Uganda who had difficulties taking her antiretrovirals (ARVs) because she did not have enough food to take them with. ARVs are strong tablets and require those taking them to have a considerable amount of food in their bodies to avoid severe side effects, such as dizziness and vomiting.

But with the food rations now being distributed in the area by the US-based NGO ACDI/VOCA (formed through a merger between Agricultural Cooperative Development International and Volunteers in Overseas Cooperative Assistance), Apecho, a mother of 10 from Ojama parish, said she was confident she could now keep to her treatment cycle.

“I'm happy now that I can be sure of taking my medication because I have enough food. This has been my problem and it was affecting my treatment schedules,” she said.

Although Apecho doesn't know when she contracted the virus, she was diagnosed 10 years ago. She believes the food supplies she will now receive every month for a year will help extend her life.

ACDI/VOCA supplies food to people in need for a year to give them enough energy to work and earn money to support themselves.

To qualify for the food rations people have to be registered with TASO, The Aids Support Organisation, the oldest and largest national NGO providing care and relief for people living with HIV/Aids in Uganda. They must also be taking ARVs. In Katine, TASO has introduced ARV distribution centres.

Judith Apio, the NGO's assistant distribution supervisor for the Soroti district, said the amount of food someone receives depends on the size of their household.

Each person receives 7.5kg of corn soya blend multiplied by the number of people in their home, said Apio. Families are also given cooking oil.

The NGO, which receives funding from USAID, USDA and the World Bank, aims to support 42,000 people living with HIV in Lango, Acholi and Teso sub-regions, some of the poorest in Uganda.

“We expanded to Katine sub-county this year after realising that they badly needed our support,” said Apio last week as she showed people in the sub-county the different ways the soya blend can be used. The blend can be eaten as porridge, mixed up with local food or sauce, or used to make cookies.

Every month, the organisation has been supplying 300 tons of food to these regions, but recently the rations have proved inadequate because of the rise in the number of people registering with TASO to get supplies.

A sharp rise in food prices and climatic changes that have resulted in devastating floods and drought in the region have caused severe food shortages in parts of Uganda, and elsewhere in east Africa, which are undermining efforts to achieve the Millennium Development Goals to eradicate extreme poverty and hunger and combat HIV/Aids and malaria.

Foodprint (n): our food system's contribution to greenhouse gas emissions and global climate change

Last Saturday, a major summit attracting upwards of 1, 000 participants was hosted by Manhattan Borough President Scott Stringer, New York University and Just Food. The topic which garnered so much interest and attention was food and climate change, yet the media has been largely silent on these issues, and as citizens very few of us understand or even know about the connection between our diet and global warming. When most of us think about how our lifestyles impact climate change, the first actions that come to mind may include switching our light bulbs or riding a bike to work, but it turns out that deciding what to eat for dinner can be of much greater consequence. The simple fact is that globally, an estimated one-third of all human-caused greenhouse gas (GHGs) emissions are from our food system, while the transportation sector accounts for only 14%. In other words, a significant portion of our global greenhouse gas emissions are a direct result of the ways in which we grow, process, package, transport, store and dispose of our food.

We all eat - the lucky ones among us eat three times a day or more - and as Anna Lappé, author of soon to be released Diet for a Hot Planet and luminary of the food and climate justice movement points out, “we… can be a part of transforming the climate change story from one of hopelessness to one of renewal, regeneration, and resilience. One powerful way to be part of this historic shift is to align ourselves with a sane food system in our own communities.” Individuals have tremendous power to reduce New York City's Foodprint through individual food choices. Here are a few simple tips to help you adopt a diet that is better for you, better for the planet, and a whole lot better tasting, too.

Cook at home, cook from scratch. In the US, about 80% of energy consumed by the food system is used in food processing, packaging, storage and distribution to retail stores. In addition to racking up foodmiles as products zig-zag across the country and around the world, much of that energy is consumed by processing - moving farm products around to be sliced, diced, combined with other ingredients, processed, packaged and ultimately shipped to wholesalers and retailers.

  • Reduce or eliminate your purchases of processed foods
  • Buy local foods to reduce transportation and storage refrigeration emissions. Patronize your local farmers' markets, join or start a CSA, or grow your own food in community or home gardens

Eat local. US-grown produce alone travels 1,500 miles from farm to plate. This figure does not include domestic animal-based food transport, or imported foods which comprise 18% of US food consumption. Through Farmers Markets and Community Supported Agriculture (CSA) programs city residents can take advantage of opportunities to access the NYC foodshed directly. These direct markets help consumers to avoid many of the GHG emissions associated with transport and packaging and offer healthy, fresh, local, and often organic food at lower prices than many supermarkets.

  • Join or start a CSA in your community
  • Support your local farmer's market
  • Urge your supermarket or co-op to “buy local”

Don't panic, choose organic. In 2001, the last year for which the Environmental Protection Agency has published data, 675 million pounds of chemical pesticides, which contribute to GHG emissions both in their manufacturing process and in their transportation, were used in U.S. agriculture. Studies have shown that organic agriculture systems emit 48-66% less carbon dioxide per hectare (about 2.5 acres) than conventional farming systems that rely on chemical pesticides and fertilizers. Organic farming methods also often employ methods of soil management that result in the capture, instead of the release, of GHGs, particularly CO2. Support farms that you know are avoiding petroleum-based inputs and building healthy soils by using organic or sustainable farming practices

  • Encourage supermarkets and bodegas to stock fresh, organic foods

Eat less meat. While approximately one-third of all human-caused greenhouse gas emissions are from our food system, almost 58% of GHGs from food are from meat, poultry, eggs, fish and dairy. A Cornell University study found that food production for a low-fat, plant-based diet would require less than half an acre of New York State land per person each year, while a diet high in fats and meat requires nearly five times as much land, or 2.11 acres per person.

  • Reduce or eliminate the amount of animal products in your diet
  • Choose organic or sustainably-raised meat and dairy products

And if you're really committed - grow your own! Urban agriculture is key to addressing a range of environmental, social, economic and public health challenges. The nearly 20,000 members of NYC's gardens grow food for themselves, their neighbors, emergency food programs, and for sale at market. Food grown at these sites often uses organic methods and converts compost to fertile soil, thereby bypassing the emissions generated by food production, transport, and waste. This also improves our urban environment as green vegetation can reflect as much as 20% to 25% of radiation from the sun, thus reducing the “heat island effect” in cities and cooling the climate in urban areas.

Let's face it; everyone has to see a medical doctor, dentist, or eye doctor. However, there is always that waiting room that you have to sit in before you are even seen. Sometimes this can be annoying because you are on time for your appointment but your doctor always seems to be running behind schedule. I'm going to give you some tips that will make the time go faster or at least keep you busy while you are waiting to be seen by your doctor.

1. You can talk to the person next to you. I had a doctor's appointment yesterday and I watched the gentleman sitting next to me just chatting away with the person next to him. He asked him questions and just stroked up small talk with him. When it was time for that person to be seen, the gentleman turned around and started chatting with me. I didn't mind because it helped me to pass the time.

2. You can always bring a book to read to your doctor's appointment. I observed several people reading novels while they were waiting for their turn. Sometimes it does help if you bring something you are interested in because it does make the time go by faster and it doesn't seem like you are waiting that long after all.

3. If you forget your book, all doctor's office waiting areas have complimentary magazines and newspapers for their patients. If you are interested in simple magazines and like to read articles then you should pick a magazine and enjoy.

4. Bring a word search book with you to your doctor's appointment. This definitely does help to pass the time if you don't really like to read magazines and books. Word searches are fun and you don't have to put much effort in reading the words to find.

5. On my way to the restroom, I observed a woman who was knitting. I thought that was a good way to pass the time while waiting to be seen by the doctor. I would have never thought about knitting since I don't know how to do it. This woman was very into it and her sweater was taking shape right before my eyes.

6. Most hospital waiting rooms have televisions in them. They may not be on the channel that you like to watch but a television is always on. If you don't like reading or doing word search puzzles then watching television could be a way to pass the time while you are waiting to be seen by the doctor.

7. Everyone also has cell phones with them just in case someone is trying to reach them. To pass the time in the doctor's office you could always call someone that you haven't spoken to in a long time. You can talk on the phone until you are able to be seen by the doctor.

8. My husband likes to play games on his cell phone. Every cell phone comes with a set of complimentary games in it. My husband takes out his cell phone and plays poker on it. This helps him to pass the time because he hates waiting in the doctor's office.

9. My cell phone has the capability to check my email messages on it and alerts me when I have new ones. I like to go to my inbox and see what new emails that I have and respond to them. Checking my email helps me from going stir crazy while waiting to be seen by the doctor.

10. If you don't like reading, word searches, watching television, or messing with your cell phone then you can work on writing things down that you need to get done. Basically, it will be your “to do” list. I started one of these lists yesterday while I was waiting to be seen and I'm glad I did because I would have forgot about half of what I needed to get done.

I know that everyone dreads going to the doctor. It doesn't even matter what type of doctor that you see, you will still need to wait in the waiting area before you can go back and be taken care of. I hope that these tips have helped you in finding things to do and keeping busy at your next doctor's appointment.

Perry's Cave Family Fun Center at Put-in-Bay, Ohio, Has a Lot to See

The other day I was responding to someone who was dreading the holidays with her ‘dysfunctional family’ (her words). It got me thinking about that word, dysfunctional, and how it implies that there is an opposite, functional, family somewhere. What does that look like? Is it a Perfect Family? Some Stepford-like pod of people who never fight, are always neat and smiling? Yeesh! That sounds horrible. In fact it sounds downright dysfunctional!

So what is a functional family? How do we know if we have one? How would you define a functional family?

The study of family dynamics, family therapy and treatment are complex and a whole field of psychology in itself. While I don’t have all the answers, I do have some thoughts. These impressions come as much from my experience as from education and training. No family is perfect, even the functioning ones. My family of origin was what I’d call dysfunctionally functional. From them I learned as much what not to do as the opposite. In my work with couples and counseling parents, I see what works and what doesn’t.

So here’s my personal list of qualities that make up a family that functions. It’s unscientific, but it’s a good place to start the discussion. Functional families encourage and provide:

R-E-S-P-E-C-T
Respect is the Holy Grail of functional families. All people in the family, brothers to sisters, mothers to fathers, parents to kids must be respectful as consistently as possible. Being considerate of each other is the tie that binds, even more than love. I think too much emphasis is put on love in general. I’ve heard of many atrocities done within families in the name of love but never in the name of respect. Just about all the things on the list come out of respect first.

An Emotionally Safe Environment.
All members of the family can state their opinions, thoughts, wants, dreams, desires and feelings without fear of being slammed, shamed, belittled or dismissed.

A Resilient Foundation.
When relationships between and amongst people in a family are healthy they can withstand stress, even trauma, and, if not bounce back, at least recover. Resilience starts with encouraging sound health, eating and sleeping well, and physical activity.

Privacy.
Privacy of space, of body and of thought. Knock and ask permission to enter before going through a closed door. All family members are sensitive regarding personal space and aren’t insulted if someone needs a wide berth.

Accountability.
Being accountable is not the same as planting a homing device on your kid or abusing the cell phone to track her whereabouts 24/7. That’s not much better than stalking. No, being accountable is (again with the respect thing) respectfully and reasonably informing people in the family where you are and what you are doing so they can grow trust and not worry.

An Apology.
It’s sad when people hold out for an apology on a point of pride, never acknowledging their part in a dispute. How many times have you heard of rifts in families that last for years because someone feels they are ‘owed an apology’?

A functional family will have conflict. It’s very cool when we can have an argument and get to the other side of it still friendly and satisfied with the outcome. But let’s face it, that’s not always the case. Sometimes we say things that we regret. If we can feel and show remorse for our part, quickly apologize, ask for and receive forgiveness, no harm is done. You may even become closer for it.

Allow Reasonable Expression of Emotions.
When I was growing up I wasn’t allowed to be angry at my parents and my father would walk out on me if I cried. I was determined to not do that to my kids. It hasn’t been easy. The main thing for me was to teach them to state their anger in a managed manner and to teach myself not to fly off the handle when they did. I had to learn that their telling me they weren’t happy with something I did or said could be done with respect. And, very importantly, vice versa.

Gentle on Teasing and Sarcasm.
Teasing can be OK as long as the teased is in on the joke. Same with sarcasm. A functional family won’t use either as a poorly masked put down.

Allows People to Change and Grow.
It used to be people in the family were labeled the smart one or the pretty one, the funny one or the shy one. While that’s not done so overtly any more, labeling is still something to watch. A functional family lets people define themselves. Individual differences are appreciated even celebrated. It also lets the kids become independent when it’s appropriate and come back to the safety of the family when they need nurturing.

The adults in the family need to be allowed to grow as well. A mother may want to get a graduate degree, or a father may decide to retire early and start something new. These changes merit discussion on how they will effect everyone in the family, adjustment, perhaps negotiation, but again, if done with respect every one can be satisfied.

Parents Work as a Co-Parenting Team.
I strongly believe that a functional family is one where the adults are at the center of the family, in charge and pulling together in the same direction. In a functional family parents, divorced or married, take responsibility. Kids need the assurance that a firm hand (not too tight and not too loose) is at the tiller, even if they may not thank you for it.

Courtesy at Home First.
An ounce of a well-placed ‘please’ or ‘thank you’, ‘you’re welcome’ or ‘I’m sorry’ is worth a pound of explanations, defensive arguments and misunderstandings.

Encourages Siblings to Work Together.
Brothers and sisters have a unique relationship and it’s a dead shame when it is not nourished. Functional parents encourage siblings to play, work and problem solve together, enhancing inter-sib communication, instead of interfering with their arguments. That way siblings feel empowered and their bond is closer when they find a solution by themselves.

Provides Clear Boundaries.
We aren’t each other’s friends. A parent is a parent no matter how friendly they may be. Our children are not extensions of ourselves, they are individuals. Do not ‘friend’ them on Facebook unless you talk about it first and they say it’s OK and they mean it.

Has Each Others’ Backs.
Part of resilience – being supportive to each other no matter what, will allow your kid to call you when he thinks he’s in trouble, like needing a ride home from a party that’s gotten too wild.

Get Each Other’s Sense of Humor.
Functional families laugh a lot. They have ‘inside’ jokes and favorite stories, anecdotes of memories shared that delight and re-enforces a healthy bond.

Eat Meals Together.
So hard to do in today’s society but research does show that communication within a family is enhanced if we take more meals together, even if it’s in front of the TV.

Follow The Golden Rule.
It’s golden for a reason. “Treat each other as we wish to be treated in turn.” It was true way back when and it’s still true now.

As finance plays the major part of all this squabbling about family members in politics, can anyone give me an estimation of just how much salary/expenses was (and still is) going from the public 'political' purse into that household.

    The answer to your question Betsan is that all existing staff who are family members should be allowed to complete their contract of employment and that in 2011, there should be a ban. It is about being clean and being seen to be clean, for the sake of Welsh democracy.

    This is why Plaid have already made it party policy in the Senedd and a significant reason why Oscar defected to the Tories last week-as confirmed this week by Oscar in a radio interview.

    The Tories are quite prepared to ignore this element of the Jones recommendations, as it means an extra AM in their ranks. Clearly, the future of Welsh democracy is not as important to them as accepting an AM that the good people of the South East did not vote for.

    Doesn't take much to get you rattled does it Ian. I assume you read the very first sentence of my post!

    However your first sentence smacks of desperation doesn't it Ian. As the title of Betsan's blog is “In the family…again” this surely includes husband and wife both being employed in politics, as well as father and daughter.

    Rhodri Morgan became Labour MP for Cardiff West in 1987, Julie Morgan became Labour MP for Cardiff North in 1997. I find it a strange coincidence that out of all the perfectly able candidates available to become Labour MP for Cardiff North, that honour fell to the wife of an existing Cardiff Labour MP.

    You may say that a wife being selected for, and becoming an MP in an adjoining constituency to that of her husband is fine and dandy. But your apparent(rather hypocritical) disgust at an AM's daughter becoming a lowly admin assistant, does rather smack of double standards.
    Something though we have come to expect from you Ian.

Which means they create situations whereby they have no jurisdiction and make sure you don't either.

They have done the same with Quango's and public services to make themselves unaccountable and leave out any powers for the Audit Office to intervene, so they can claim they have no jurisdiction.

    Government departments then bleat we don't have jurisdiction, they have even asked the question what are we supposed to do. Change the law and stop paying them our money is an obvious answer. But they somehow could not possibly do a thing like that because its run by an unaccountable Quango, in other words if you can get away with it maladministration is OK then.

    What is worse is that some of our services are not regulated by law! Quangos simply employ contractors with no statutory power to do the regulation and guess what happens when serious maladministration comes to light? They make sure it doesn't and to do that they play it dirty beyond anyone's comprehension.

    That raises the question who runs the country? Not the WAG and hence not the Welsh Assembly. They cannot scrutinise anything for which they have made sure they have no jurisdiction.

    Then when an AM commits the crime of changing sides we get an outbreak of moral indignation, whereas as some have said on this blog go and complain to an AM and you would get more respect if you were an illegal immigrant. I think that is untrue as it would result in a march down Cardiff high street or some other publicity stunt.

    Like treborc I no longer support any political party as the politicians do not want us to be interested, they want apathy so they can get away with it. But hopefully something will emerge that will hold all public services and AM's to account. This I believe is the only way to re involve people in the political process as politicians have gone out of their way to make the little people powerless.

    That is why I support a No vote to force reform and make what we have work for us, and not the amoral politicians to whom maladministration is the cultural norm and something to be concealed.

    The fuss over Oscar is just a family squabble amongst assembly members, normal 'service' will be resumed shortly.

Our Lady Lady travelled so much she must have “air miles” to die for and all in the aid of “world peace”,well she should come to Bridgend in the evening about 9.00 and put her skills to test nearerer to home in the Vale of Glamorgan. Who yes whilst our Lord Kinnock was Chairman of British Council did not his son gain a senior post in that organization,everything at arms length to be sure,however as he went to Cambridge there must have lack of opportunities for some one of such education in wider world,other than for British Council?.The Labour Party wanted to get rid of Aristocracies because of power and wealth and influence,however that has now been replicated in public appointments for family members.

The cave itself is registered as an Ohio landmark. The natural limestone cave has historical tradition. It is 52 feet below South Bass Island at Lake Erie. It is 208 feet long and 165 feet wide. Calcium carbonate encrusts the walls, ceiling, and floors of the cave. The temperature in the cave constantly stays at about 50 degrees.

The underground lake at Perry's Cave Family Fun Center at Put-in-Bay, Ohio, in the cave rises and falls with Lake Erie. History shows that when the lake was found by Commodore Perry in 1913, and the explorers became ill, they drank from the cold water of the lake. Water from the lake also met the needs of guests at the luxurious Victory Hotel, once the largest hotel in the world, before it burned down in 1919. The ruins of the hotel can still be seen at South Bass Island State park.

Tours of the cave are taken at frequent intervals and take about 20 minutes.

A regular tour of the cave is $7 each, but a Lantern Tour, in which the only light would be the lantern you would carry, is $25 each. The Lantern Tours are private, guided after-hours tours. With that type of tour, you will get to experience the total darkness of the cave.

If you want to mine for gemstones, you can purchase a bag of rough mix for $4-$9 each. As the water washes over the sand, you will find real gems, such as quartz, rubies, topaz, amethyst, emeralds, and others. You can spend 10 minutes to one hour sifting for the gems.

Sarah Palin took the stage last night with confidence and grace. She spit out one liners and lots of negative words about Obama. She put her Down's Syndrome son, her little daughter and her other daughter and baby's daddy out there to show us they are just as human as we are. She stood there and showed America that she has balls.

Ok, so she is tough. So am I, however that won't get the job done. Our friend and current failure in the White House, George W. Bush stood on the stage 8 years ago and basically told us the same things. He was called a maverick, a tough reformer, a success in Texas as Governor. Now, we are facing challenges in this country that are the direct result of that attitude. Being tough is definitely a job requirement for this particular job. Being a maverick is not necessarily what we need.

George Bush fought the standing government. He stood in their face and told them the things he would do. He vetoed anything he didn't like. Where are we today with that mentality? Are we better off because George stood his ground and got what he wanted? LOL!

Sarah Palin is a beautiful woman. She is strong and talks well. She may be the best Governor in the world! My question is what has that to do with running this country? Yes, a President has to stand up. But if that standing up creates another George Bush era, what was the point?

I am truly tired of government that is so engrossed with winning, they totally forget about us. That is my concern with the John McCain/Sarah Palin ticket. We don't need a bulldozer in Washington. We need REAL CHANGE! Not change in the form of bullying. Change in the form of how Washington takes care of our business. Are we going to continue to be the bullies of the World? Or are we going to rebuild and repair our country?

Are we trying to show the World that we can still be the Billy Bad Asses or are we trying to ensure we have a future?

I am not impressed with Sarah Palin's Butch attitude. I want answers, solutions and rebuilding of our once GREAT COUNTRY! Not more Big Shot Crap!

We saw on that stage last night what we can expect in Washington. More of the last eight years of politicians doing what they want. Sarah Palin stood on that stage again last night and told America a lie. She stood there and said SHE was the one that pull the plug on the Bridge to Nowhere project. Senator Lindsey Graham sat on the news a few nights ago and declared to America that the Bill she is talking about was killed in Washington long before she decided it wasn't a good idea. Duh! Is anybody out there listening?

John McCain and Sarah Palin are determined to do whatever it takes to win. Again they lied and said Obama will raise taxes on everyone. I heard at least 3 total provable lies last night. Remind you of anyone? George Bush is famous for looking us in the eye and lying like a rug. With that cocky, maverick attitude. We are pushed into believing him because he is so confident and cocky. He stood up there and told us there were weapons of mass destruction and he knew the entire time it was a lie.

Be afraid, be very afraid. This is a test. The big question is Are you gullible enough to vote the same people in for another 4 years? I don't want another floor show in Washington with cockiness and big attitudes. I want to know that the people in Washington are concerned about what you and I are doing. I don't want a handout from Washington.

Mike Huckabee tried to say last night that the Democrats were trying to give everybody something they didn't earn. Obama's main topic has always been working hard and earning your way. The old mentality of Democrats trying to be the social service kings is going away. America can't afford that anymore and they know that.

However, the Republicans, and I have been one my whole life, feel like they are above the lowly people of America. The people who are truly struggling and the people who have lost it all because of the Republicans. If you watched both conventions, you had to see the difference in the way the candidates treated the audiences. The Democrats respectfully stood and listened to the cheers and waited for the people to settle down from the excitement. The Republicans, Laura Bush, Cindy McCain and Sarah Palin all were in such a rush to get the speech done, they were openly irritated and impatient with the audience.

Tell you anything? Reminds me of Bush again. Washington better get on the stick and get busy with our country's business before they blow this last chance to get it right! America better get on the stick and wake the heck up! Don't be fooled by the cockiness of the Republicans! Don't be fooled by anybody!

In case you haven't been listening, Sarah Palin is not even in the same ballpark with Hillary. I disagreed with Hillary on some issues, but she is a leader. She has the potential to direct this country. Sarah Palin can't even get started walking in Hillary's path. Being a woman doesn't automatically qualify you.

If you are just listening and going along to get along, you need to take hold of your guts and make a decision that is based on your family and their needs. Sarah Palin ain't coming off the hill to help you take care of your family. Her nor John(senile)McCain ain't going to be there when your job goes away or your mortgage ain't paid.

We need balls in Washington, but more than that, we need COMMON SENSE and TRUE CONCERN for OUR COUNTRY! We need REAL Solutions, not gunboat diplomacy. Not Mavericks and Bullies! Problems don't get solved by mavericks, they get solved by Good Leaders.

You make the decision for yourself, whatever that is! Then whatever the outcome, you know that your choice helped to achieve that, good or bad!

I've got a funny story to tell you regarding Orlando timeshares. It's a true one, not making it up. Way back when I first moved to Orlando I had one of my sisters come down for a visit. We did not have much money, in fact both of us were broke. I wanted her to see at least one theme park while she was down here, so I checked out the deals at timeshares.

Well it turns out that one was advertising a pair of free tickets to Disney World just to come in and take a tour of the timeshares. I forget how, but somehow we passed ourselves off as husband and wife (no redneck jokes here please). They asked for your drivers license and stuff, I forget what you needed but it was not much.

So on the day of the tour we went in and they had a free breakfast waiting for us. Actually there was around 20 couples there, all doing the same thing. That's how they do that, round up a bunch for a morning breakfast and sales pitch. A guy came out and told us he was our guide and salesperson. So after we ate he led us to a timeshare unit, all the while just bursting with energy and so happy to be with us!

He was good, I have to say that. He quoted all kinds of facts and figures about how you can save money with timeshares verses hotel rooms, what a great investment it is and all that. The timeshare units were very nice, whirlpool bath, lots of extras, pretty pond and fountain to watch out your window. All the while being so nice and helpful, like he was doing us a favor just be being there.

Once we got back to the meeting room he started his hard sell. Everyone else was there too, having been shown a unit just like us. That's when I started the whole thing of looking at my sister and saying “well dear, what do you think”? Each time I said it was a big decision and I wanted to think about it, he would do the whole “you can't pass this up, you'll save 30% by signing today” and so on.

NOW my new best friend was starting to get really aggressive, saying “what's to think about, I CAN'T let you miss this fantastic deal” and so on. While he was doing this, all the others were getting the sales pitch from their new best friends too! Each time one signed the papers, they would ring a bell and have everyone clap for joy that this person made the right choice!!

Each time that happened my best,, uh,, frustrated friend seemed to get less and less friendly. He worded his pitch in a way that was like I just did not have a choice, I HAD to sign and do the right thing for myself and my wife! Well needless to say I turned him down each time until he knew it was over. At that point I must have done something to hurt his feelings, as my new best friend did not like me anymore!

As I asked where we went to get our free tickets he seemed to sneer at me and waved toward the back, ignoring my hand as I trying to thank him for his time. You see, he was already getting ready for the free brunch people coming in, the next batch of tourist that would be thrown his sales pitch. Somehow I knew he would find a new best friend with them!

So we got our tickets and got the heck out of there. I suppose we both got what was coming to us, I wanted free tickets and got them underhanded, he did his best to have me sign for something I could never afford. That's how all those “get free tickets to see a timeshare” deals works. The salesmen are better than used car salesmen, and twice as aggressive.

I understand why. They get paid for each sale. So no sale, no money. They have nothing to lose by doing their best to sell you that timeshare. It's their job, and they do it well. I have a feeling timeshare salesmen have a high turnover rate! Now, what is my point to this whole story, which by the way is true like I said?

The point is many tourist are approached, or see the ads and ask, about getting free tickets, discounted tickets, free meals, free merchandise or whatever else they are offering in return for touring a timeshare. Many think why not, it's just a few hours right, we see some cool units, say no and get our free stuff.

But as I showed you in my story, they are very, very good! They also get very, very aggressive; they have to in order to keep offering that free stuff. By the time you leave you will be tired and mad, very mad! Or, you will now be a proud owner of a timeshare, so much for free! My point here is not to say timeshares are or are not worth it.

That's up to each person that looks at one. My point is that doing it just for the free stuff is NOT worth it! If you really have no intention to buy one, don't do it just to get the freebies. The mental stress and downright feeling of being used is not worth it. I'll have articles telling you how to get cheap tickets without selling your pride, don't worry! So take my advice, and don't tour an Orlando timeshare for free tickets.

example, a nanny and a super athlete is just not a good match! tiger's so called friends actually set him up for failure. tigers wife as never seemed like she is truly interested in him. i dont feel sorry for her at all. and since she was a nanny to well-known golfer, i am sure she knew very well about the women who troll sporting events looking for a hook-up. she should have dragged her kids where ever he went.

i know i'm hard on her. but things dont happen in a vacuum!

I agree that 4 lines would be incredibly expensive, although I suspect that would be the case for both the deep level and the subsurface lines, the sub surface lines tend to be under busy roads in expensive areas and the reason is that they didn't want to pay to go under buildings/take basements.

A more realistic idea would be to have three lines, one in each direction and a dual direction line in the middle which could be used to go with large volumes of traffic in peak hours and at night could substitute whilst one of the other lines is replaced. Even that would be incredibly expensive though and so was never really going to be much of an option.

Do ADRs Qualify for the Special Tax Rate on Dividends?

The wave of management departures from easyJet claimed its most senior figure today as chief executive Andy Harrison announced plans to stand down following a long-running dispute over strategy with the carrier's founder and largest shareholder, Sir Stelios Haji-Ioannou.

Harrison is the fifth member of easyJet's eight-person management board to resign over the past 12 months, following a year marked by a public boardroom rift over the budget airline's expansion plans. The airline said Harrison was stepping down “in order to seek new challenges”. However, it has emerged that Harrison could have quit even earlier were it not for an unusual intervention by the easyJet board this summer.

It is understood that Harrison threatened to resign in May following the loss of easyJet's finance director Jeff Carr and chairman Sir Colin Chandler but board directors hastily agreed a one-off payment that then persuaded him to stay.

EasyJet confirmed in a statement today that its chief executive had signed a “retention agreement” in May, including a commitment that he would stay with the low-cost carrier until next March at least. It declined to comment on Harrison's near-departure earlier in the year.

The company added that Harrison would now depart in June next year. It is understood that Harrison's pay-off has already been factored into his golden “don't go”.

“I am looking forward to being part of the process of selecting my successor and am committed to ensuring a smooth transition,” said Harrison. “I have loved being a part of easyJet's success but am now looking forward to moving on to a new challenge.” His departure is preceded by the loss of easyJet's finance director, commercial director, communications director and procurement director over the past 12 months.

EasyJet also confirmed that Sir Michael Rake, chairman of BT and easyJet's senior independent director, will take over as chairman in January next year, replacing Sir David Michels who was drafted in as a stop-gap replacement for Chandler, who quit ahead of schedule this summer. Chandler stepped down after becoming “fed up” with the stress of running a board, according to Michels. A boardroom with “strong characters” was difficult to manage, he added.

The oblique reference to the dispute between Sir Stelios and his fellow directors indicates the consequences of a rift that threatened to destabilise the business. In April this year Michels told the Guardian that Sir Stelios, whose family owns 38% of the airline, had “strong feelings” about the business.

He added: “If you owned nearly 40% of the airline, you'd have strong feelings too. He is affable or he can be the opposite. And I mean that as a compliment. He is a typical entrepreneur.”

Sir Stelios has waged a public battle with easyJet executives over his concerns about the low-cost carrier's expansion plans which, even after both sides agreed a truce, will see the airline's fleet grow from 165 aircraft to 207 by 2012.

Today a spokesperson for Sir Stelios said the airline's founder had “nothing to add” to the airline's statement.

It is understood that Harrison was irritated by the row but did not consider it a serious distraction and it was not the deciding factor in his resignation. Harrison is not a career aviation executive, unlike most of his peers, and was recruited from the RAC. It is believed the 52-year-old, who joined easyJet four years ago, harbours ambitions to take a chief executive post at a FTSE 100 company and was widely expected to move on after five years at the business.

Shares in easyJet fell 5.2% to 357.2p as investors reacted to the news that an airline without a finance director will soon be without a chief executive. “We accept that a company with no permanent CFO and in search of a new CEO may well struggle to outperform in the short term,” said Gerald Khoo, analyst at Arbuthnot Securities. He added: “Andy Harrison and Jeff Carr are both well respected amongst investors, and are therefore potentially difficult acts to follow.”

What is an ADR?

ADRs are American Depository Receipts, which are certificates that evidence ownership of ADSs – American Depository Shares. The term ADRs and ADSs are often used interchangeably. The ADSs are shares of a foreign company that are held on deposit by a custodian bank in the U.S.

ADRs are U.S. dollar-denominated shares of equity ownership in non-U.S. companies. From the foreign companies’ standpoint, ADRs provide them with the opportunity to raise capital directly on U.S. securities markets. And for U.S. investors, ADRs provide a convenient way to invest in foreign stocks through their U.S. broker, without having to go through a foreign stock exchange in the company’s home country. There may be fewer obstacles and lower transaction costs than there would be if the investor were to purchase shares in the company directly on the foreign stock exchange.

In order for foreign companies to place their ADRs on U.S. securities markets, they also have to comply with Securities and Exchange regulations and reporting requirements, so there is more assurance for the U.S. investor that the shares they are purchasing meet the standards applicable for U.S. companies, and that there will be the same level of transparency in reporting.

ADRs are traded in the same way as U.S. stocks, and are listed on the New York Stock Exchange, the American Stock Exchange, or are traded on the NASDAQ or on the over-the-counter market. ADRs are traded according to U.S. market practices, are quoted in U.S. dollars, and dividends are paid in U.S. dollars. 

Dividends Taxed at Capital Gain Rates

The Jobs and Growth Tax Relief Reconciliation Act of 2003 included provisions that reduced the tax rate on certain dividends to the lower rate applicable on capital gains. This rate is generally 15%, and 5% for taxpayers in the lower tax brackets. The provision applies to dividends from domestic U.S. corporations and qualified foreign corporations (QFCs). Distributions from a foreign corporation only qualify for these preferential tax rates if they are dividends according to U.S. tax rules, and the corporation qualifies as a QFC. 

Qualified Foreign Corporation

One of the qualifying tests for a QFC is that it pays a dividend on stock that is “readily tradable on an established securities market in the United States”. Since ADRs meet this criteria, they would qualify as securities of a qualified foreign corporation. 

Qualifying Dividends

In order for a distribution from a foreign corporation to be considered a dividend for U.S. income tax purposes, the underlying security must be an equity security and not debt, and the distribution must be made from earnings and profits. The security is considered equity if it is a common or ordinary share of stock, or if there is a public Securities and Exchange Commission (SEC) filing, stating that the security will be treated as equity for U.S. income tax purposes. An ADR would meet this test.

Qualifying dividends on an ADR would be reported in box 1b of the Form 1099-DIV that the investment account manager or broker sends you. These qualifying dividends are the ordinary dividends that are subject to the maximum tax rates that apply on net capital gains. If the regular tax rate that would otherwise apply to your ordinary income is 25% or higher, the maximum tax rate on qualifying dividends is 15%. And if your regular tax rate is lower than 25%, the qualified dividends would be subject to tax at 5%. 

Holding Period

In order for the dividends to qualify for the special capital gains tax rate, there is a holding period test. For common stock, you must have held the stock for more than 60 days during the 121-day period that begins 60 days before the ex-dividend date. The ex-dividend date is the first date after the declaration of a dividend on which the buyer will not receive the next dividend payment. In other words, the ex-dividend date is the date on which the stock starts trading without the dividend.

For dividends on preferred stock that correspond to a period or periods that total more than 366 days, you must have held the stock for more than 90 days during the 181-day period that begins 90 days before the ex-dividend date. If the dividends correspond to a period of 366 days or less, the holding period for common stock applies.

In determining whether you meet the holding period test, you include the date you sold or disposed of the stock, or ADR, in your holding period, but not the date you acquired it. And the holding period is based on calendar days, so you need to take into consideration the number of days in each month involved in your holding period.

Your holding period may be affected if you enter into a transaction that diminishes your risk of loss. You cannot include any days on which you reduced your risk of loss on the investment, for example through short sales. You could not count any days on which:
· You had an option to sell, were contractually obligated to sell, or you had made (but not closed) a short sale of substantially identical stock or securities.
· You granted an option to buy substantially identical stock or securities.
· You hedge your loss by holding one or more positions in substantially similar or related property.

If you meet the holding period test, the dividends are qualifying dividends and are taxed at the capital gain rates (15% or 5%, depending on your tax bracket). If you do not meet the holding period test, the dividends would not qualify for these preferential rates and would be subject to tax as ordinary income at your regular tax rate.

Your Form 1099-DIV may show ordinary dividends in box 1a and qualified dividends in box 1b. But if you do not meet the holding period requirement, even though the 1099-DIV shows qualified dividends, you will not be able to take advantage of the lower capital gain rates, and would have to report all the dividends as ordinary income. This may be a factor to take into consideration when deciding when to sell the ADR. Depending on how the market price of the ADR is moving, and how you expect it to move, you may want to extend your selling date in order to meet the holding period requirement and qualify for the lower tax rate. One simple way to look at the holding period is that if you received the dividend and owned the ADR for more than 60 days, you will have met the holding period requirement.
